The current civilizations are in a process of rapid change brought about by the global financial meltdown, fraud, corruption and new knowledge of science andtechnological possibilities. Within this context, the value of life as a source of wealth belongs to the new paradigm , understood as a body of knowledge and beliefs that are part of a world view, a social imaginary, values, appreciations , tastes, ideals and behaviors.
No one likes to hear that every day 22,000 children die from hunger. Since poverty has always existed and has unsuccessfully tried to eradicate. Currently the UN millennium goals set their
attempt to reduce extreme poverty in the world by half by 2015 but it is being said that it will be impossible to get.
Moreover, the World Bank President Jim Yong Kim, has on its agenda to end extreme poverty in 2030 , shared prosperity, but said at the spring meeting of the World Bank and International Monetary
Fund (IMF ) in 2013 that this will require ingenuity, focus, commitment and vision of leaders. Yong Kim, considered essential to create jobs inclusive, promote equality, and mitigate potential
shocks, such as weather disasters or food or fuel crises . Also urged action on climate change by considering not only environmental challenge but also a huge threat to economic development. It
was not immediately meet international protocols (Kyoto, Bali).
The reason for this continuing failure is easy to imagine, requires a continuous expenditure of money is not available, so that everything is in fine words and good intentions. No money for

In principle this idea is unlike any known systemic proposition as might be the different proposed Basic Income ( RB ), the minimum insertion income ( PIRMI ) or Negative Income Tax (INR )
originally proposed by Milton Friedman. These systems seek a minimum income guaranteed money for the needy that tax thus collectedwhich was her main difficulty to be implemented on a global
level, while the proposed PB creates money when you need to use to buy staples electronics added to the existing capital , and transferred to the states to meet their basic needs, reviving the
economy and behaving a tax in addition to pay for public services.

In the spring of 2013 , the city of Barcelona , has created the Solidarity Card Foods (TSA ) for people without resources. The card will replace the check or bank transfer in which people
currently receive no financial aid resources to buy food. They have distributed more than 3,500 units, with which you can buy at any grocery store. The user
can go to any trade, anonymously and in addition will increase their purchasing power and choice of food. In this case the electronic payment system of food is the same as this project is, the
difference lies in obtaining financial resources from the taxes allocated to social services. PB aims to go further and create this money based on the trust value of life, bringing the total of
the population.
